2016 — 2023, tender to commissioning
mechanical, civil, electronic, environmental
the full life of the works
Context
Seven years in public gas infrastructure in Córdoba, covering the full life of a project: before, during and after. That’s a path normally split across three different departments, and here it ran through one place.
That’s the point of this case. Someone who writes a tender package without ever having supervised a site writes specifications that can’t be met. Someone who supervises without having written the package doesn’t know what was negotiated, or why.
Before the works
Project definition
Scope, route and technical solutions. This is the stage where you decide the things that can’t be changed later without renegotiating the contract.
The tender package
Preparing all the documentation to go to tender: specifications, bills of quantities, budget, drawings. An ambiguous specification doesn’t get paid for at tender — it gets paid for during execution, in variation orders and in arguments nobody can win because the paper doesn’t say.
Tendering and contracting
Full public tendering process, bid analysis and contracting. Here traceability isn’t a virtue, it’s a legal requirement — and it shapes how every decision gets documented.
During the works
Supervision and management across four disciplines on the same route:
- Mechanical. The pipeline itself: welding, non-destructive testing, pressure testing, backfill.
- Civil. Surface facilities — foundations, enclosures, crossing works.
- Electronic. Fibre optics for telemetry and control. It’s the least visible discipline and the one that most shapes operations afterwards: without data, the network runs blind.
- Environmental. Field compliance, soil management and reinstatement.
The hard part isn’t any one of the four — it’s the sequence. Each depends on the previous one having finished properly, and a mechanical defect surfaces once the civil crew has already backfilled.
LNG and plants
Beyond the pipeline itself: pressure reduction stations and liquefied natural gas interventions, including compression at industrial plants.
LNG changes the problem. It isn’t just moving gas — it’s a change of state with its own temperature, pressure and safety conditions. A pipeline feeding an industrial plant and an LNG facility share little beyond the molecule.
Alternative energy
Environmental work on biodiesel and biogas. That’s where the energy mix is heading, and it shows up in the same place as traditional infrastructure: the existing network is what will carry whatever comes next.
Outcome
Seven years taking gas projects from the tender package through to commissioning, coordinating mechanical, civil, electronic and environmental work along the same route.
And the part no number captures, which is the part that took the most work: none of those projects stalled on an argument between disciplines that the tender package should have settled.
What I took from it
That projects don’t fail on the technical side. They fail at the joints: between the specification and the execution, between one discipline and the next, between what was contracted and what was understood. Having stood at both ends is what lets you see those joints before they open.
